TxDOT's Environmental Affairs Division manages its contracts by issuing requests for proposals (RFPs) to solicit proposals from service providers. The division issues contracts pursuant to the Texas Transportation Code, Chapter 223, Subchapter D, and 43 TAC §§9.80-9.88. When RFPs are available, service providers may receive a copy of the RFP downloading from the Electronic State Business Daily after it is posted. A letter of interest must be submitted upon downloading the RFP.

Historic Resource Identification, Evaluation, Documentation and Survey Services

TxDOT’s Environmental Affairs Division anticipates issuing an RFP soliciting proposals for up to four indefinite delivery, scientific services contracts. Services to be provided include non-archeological historic resource studies related to compliance with Sections 106 and 110 of the NHPA (36 CFR 800) and Section 4(f) of the DOTA (23 CFR 771), including non-archeological historic resources, research and documentation efforts leading to public history components such as historic context statements, nominations to the National Register of Historic Places, HABS/HAER documents, and other mitigation activities such as creating, managing or updating inventories of non-archeological historic properties. Services may be acquired on a statewide basis. The RFP announcement and notice of request for letters of interest will be posted on this website during Jan. 2020. Statewide Water Resource Documentation and Permitting Services

TxDOT’s Environmental Affairs Division anticipates issuing an RFP soliciting proposals for up to two indefinite delivery, scientific services contracts for performing statewide water resource documentation and permitting services as required for transportation activities under state and federal statutes including Sections 401 and 404 of the Clean Water Act, Sections 9 and 10 of the Rivers and Harbors Act, and other statutes and regulations with federal and state environmental standards. Services may include: Producing complete permit/reporting, right of entry to perform environmental services, environmental documentation, WOUS Determinations, Wetland Delineations, Conditional and Functional Assessments, USACE and USCG Permits, permit coordination, mitigation planning, interpretation and monitoring, assistance in preparing training documentation and all related reporting and support activities. Archeological Survey Services

TxDOT’s Environmental Affairs Division anticipates issuing an RFP soliciting proposals for up to two indefinite delivery contracts for the archeological survey and related services. It is for the performance of archeological survey and related archeological services to fulfill TxDOT’s obligations under state and federal statutes as set forth in a Memorandum of Understanding with the Texas Historical Commission, the Programmatic Agreement among the Federal Highway Administration, the Texas Department of Transportation, the Texas State Historic Preservation Officer and the Advisory Council on Historic Preservation regarding the Implementation of Transportation Undertakings. Services may include: conducting pedestrian surveys, performing field investigation and subsequent reporting, conducting archeological site definition and evaluation, performing survey-level historical research, intensive shovel-test pit survey services, intensive mechanical trenching/mechanical scraping services, and power auger probe services.
