The Civil Rights Division promotes diversity and inclusion opportunities within the Texas Department of Transportation’s internal operations and external programs by effectively working alongside all TxDOT divisions, districts, and stakeholders to achieve civil rights related objectives.

The Civil Rights Division is responsible for the administration of programs related to equal opportunity, affirmative action, and non-discrimination, and oversees the department’s Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE), and Historically Underutilized Business (HUB) programs and activities. The division also aims to strengthen small businesses in Texas by promoting job creation and economic development through its regional outreach efforts and supportive services.

Division Director Michael D. Bryant also serves in the following capacities for the Department’s civil rights-related programs:

  • Equal Employment Opportunity Coordinator
  • Affirmative Action Officer
