TxDOT is offering the opportunity to request a public hearing covering the social, economic and environmental effects of the proposed widening of approximately 5.5 miles of Marsha Sharp Freeway, from 2,400 feet east of W. Loop 289 to Avenue L in Lubbock, Texas.

Any interested citizen may request a public hearing covering the social, economic, and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Feb. 12, 2016, to the TxDOT District Office, Lubbock District Engineer, 135 Slaton Road, Lubbock, TX 79404.

The proposed project would widen this section of the Marsha Sharp Freeway from four to six lanes with 4- to 12-foot inside shoulders and 8- to 10-foot outside shoulders. The proposed project would pave the center grassy median area between the mainlanes and place concrete traffic barriers (CTB) on top of this paved area. The roadway would then be striped with an 11-foot shoulder and 12-foot travel lane next to the CTB.

The proposed existing right of way (ROW) would remain the same as the existing ROW stated above. The purpose of the proposed project is to increase mobility and enhance safety by accommodating traffic volumes which are expected to increase on the Marsha Sharp Freeway in the next 20 years. No new ROW would be required for this project. The proposed project would not displace any residences or commercial businesses.

The existing facility consists of four 12-foot travel lanes (two in each direction) with inside and outside shoulders. The existing ROW width varies from 310 to 568 feet.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
