Purpose: This notice is to advise the public that TxDOT has issued a Finding of No Significant Impact (FONSI) for the widening of Erskine Street from Texas Tech Parkway to Indiana Avenue in Lubbock.
Description: The project will widen the two-lane roadway, with new right of way to be added at various locations on both sides of the existing roadway, to a five-lane suburban section with four 11-foot-wide lanes, two 13.5-foot-wide lanes and a 14-foot-wide center left turn lane. An additional 11-foot wide right turn lane would be located at the northwest corner of the project area leading up to the terminus at Texas Tech Parkway. Drainage would be accomplished via curb and gutters to a pond north of Erskine Street and through streets east of the project. The proposed typical right of way would be 90 to 100 feet wide. Additional sidewalks would be added on the north side of the project at the locations where sidewalks are not present.

In order to avoid noise impacts that may result from future development adjacent to a proposed highway project, a traffic noise analysis is included in the Environmental Assessment (EA) which includes predicted noise impact contours for currently undeveloped areas. These impact contours are intended as a general guide to assist local planning officials and developers plan and construct new activities in locations that would not result in traffic noise impacts.

It is important to note that TxDOT is no longer responsible for providing noise abatement for new development on the date of approval and/or clearance of an environmental document, including the traffic noise analysis, for a proposed highway project.
