Mesa St. SH 20 Corridor Study

This traffic engineering and planning study is identifying and evaluating all the  transportation aspects associated with the Mesa Street (SH 20) corridor. The study outcome will be a Master Plan of recommended short-, mid- and long-term multimodal solutions to improve and upgrade the corridor.

Mobility-based aspects currently being studied include:

  • Crash-prone locations and analysis
  • Driver and pedestrian safety
  • Signalization and signage
  • Mass transit and bike route accommodation
  • Forecast traffic and travel demand through 2040
  • Access management
  • Design alternatives and improvement concepts
  • Agency, stakeholder and public involvement

Study Limits

The study corridor spans approximately 9.8 miles. The initial study limits that spanned from Doniphan Drive (SH 20) to Texas Avenue (SH 20) were extended to include City of El Paso segment of Mesa Street from Texas Avenue (SH 20) to Cesar Chavez Border Highway (Loop 375).

Study Schedule

This Study has concluded the data-gathering and data research phases that included crash tabulation and evaluation, environmental constraints mapping, historic traffic count evaluations and future traffic count estimating, demographic trends research, and initial outreach to local municipalities, agencies, regional transportation-related offices and Mesa Street corridor stakeholders.

The Study is currently in the alternative analyses phase that has generated recommended concepts to upgrade and improve Mesa Street, and address the year 2040 travel demand volumes forecasted along Mesa Street.

The study will conclude with completion of the Master Plan in Spring 2018.

Study Outreach and Participation

The first series of Public Meetings were conducted in August 2016.  The second and final series of Public Meetings will be Feb. 6Feb. 7 and Feb. 8. The same information will be presented at each of the meetings.
