 Access Management Study

TxDOT is seeking input on an access management study for State Highway (SH) 3 from Brookglen Drive to the Harris/Galveston County line. SH 3 is a primary north-south corridor on the east side of Interstate Highway (IH) 45 and covers southeast sections of the Cities of Houston, South Houston, and Webster in Harris County, Texas. 

Current Roadway Conditions

The roadway sections vary throughout the corridor and consist of 4-lane undivided, 4-lane divided, 4-lane with continuous two‐way left‐turn lane in the middle of opposing lanes of traffic, and 6-lane divided sections. This 14-mile study segment carries approximately 16,000 to 24,500 vehicles per day and has a higher than average crash rate compared to similar roads across the state. In addition, SH 3 provides key access to NASA Johnson Space Center, Ellington Field Joint Reserve Base and Airport, as well as the US Coast Guard headquarters. The corridor carries approximately 13 percent heavy vehicle traffic.

Study Purpose

The purpose of this study aims to identify short-, medium-, and long-range improvements to reduce crashes, improve mobility and support existing and future development in the corridor.  In addition, improvements are aimed at vehicular access to land development in a manner that preserves the safety and efficiency of the transportation system.

The proposed improvements are expected to:

  • Improve traffic operations by better planning how vehicles move through the corridor
  • Reduce congestion by improving travel time
  • Improve accessibility by promoting safer travel to land development

SH 3 Steering Committee

The SH 3 Steering Committee is composed of subject matter experts from the City of Houston; City of Webster; Harris County; TxDOT; and the Houston-Galveston Area Council (H-GAC). Its purpose is to guide the technical direction of the study.

At this stage, TxDOT is seeking input to identify improvement priorities and to understand issues and concerns. Once TxDOT receives feedback, next steps are to propose potential improvements for input - such as adding turn lanes, or changing signal timing and adding sidewalks, as examples. TxDOT encourages the public to get involved in public meetings or email your comments.
