This project is dedicated to improving safety and mobility along US 59, US 69 and SL 287 from State Highway (SH) 103 East to just north of Farm to Market (FM) 3439 (Spence Street).  It is also designed to improve vertical clearances at the bridges.

This project was identified as a near term improvement needed in Angelina County according to the US 59 Corridor Master Plan Study. "Near term” improvements would improve safety under present and projected traffic loads until the long-term solution, proposed I-69, is constructed.

In 2008, TxDOT received a Finding of No Significant Impact (FONSI) from the Federal Highway Administration (FHWA) issuing clearance of the environmental document and final approval of the schematic. Due to budgetary constraints, the project was divided into three phases:

Phase I and III

These phases were completed in Spring 2017 and included:

  • Constructing new railroad overpass on US 59
  • Constructing new northbound overpass to replace single lane ramp on US 59
  • Constructing new southbound overpass to replace single lane circular ramp on US 59
  • Constructing new lanes on US 69/SL 287 with frontage roads
  • Constructing new underpass at Business 59 (Timberland Drive) and the Angelina Neches River Railroad crossing

Phase II

This phase includes:

  • Constructing frontage roads between Old Moffett Road bridge and SH 103 east
  • Reconstructing existing US 59 main lanes

Phase II Next Steps

  • TxDOT has begun updating the right of way map.  Once complete, right of way appraisals will begin, likely Winter 2017.
  • Right of way acquisitions are expected to be completed in Winter 2019.
  • Construction funding was allocated in the March 2017 Unified Transportation Program with a proposed Summer 2020 bid date.
