OVERVIEW

The Texas Department of Transportation (TxDOT) is developing plans for improvements to FM 2493. Several planning projects are currently underway along the corridor, which stretches from Loop 323 in Tyler to US 69 south of Bullard. Although the projects are being developed independently and are in various stages of completion, rigorous efforts are being employed to coordinate the projects and ensure a consistent approach.

DETAILS

Loop 323 to FM 2813 Project

TxDOT expects to begin preliminary plans to widen from 4 to 6 lanes in the summer of 2018.  These improvements will help ease congestion and improve safety through this area. Enhancements include:

  • Widening from a four-lane road with flush median to a six-lane road with raised median.
  • Replacing the continuous center left-turn lane with a raised median and turn lanes to provide additional safety for drivers and to improve mobility.
  • Incorporating sidewalks and bicycle lanes for pedestrians and bicyclists respectively.
  • The potential for overpasses at Loop 323 and Grande Boulevard.

The project requires the acquisition of additional right of way.

FM 2813 to FM 346 Project

TxDOT has developed construction plans for improvements to FM 2493 from FM 2813 in Gresham to FM 346 in Flint. These improvements will help ease congestion and improve safety through this area. Enhancements to the heavily traveled corridor include:

  • Widening from a two-lane road to a four-lane divided highway with curb and gutter.
  • Adding a continuous center left-turn lane to provide additional safety for drivers.
  • Incorporating sidewalks and bicycle lanes for pedestrians and cyclists respectively.
  • Improving visibility at Spruce Hill Road (County Road 140).

The project required the acquisition of additional right of way.

TxDOT received environmental clearance from the Federal Highway Administration (FHWA) on July 31, 2015. Currently, right-of-way acquisitions are underway, and we are preparing the construction plans to move the project forward.

  • The construction contract let in July 2018.
  • Construction activities should begin in the late summer or fall of 2018.

FM 346 to US 69 Project

TxDOT is developing preliminary plans for improvements to FM 2493 from FM 346 in Flint to US 69 south of Bullard. These improvements will help ease congestion and improve safety through this area. Enhancements include:

  • Widening from a two-lane road to a four-lane divided highway with curb and gutter.
  • Adding a continuous center left-turn lane to provide additional safety for drivers.
  • Incorporating sidewalks and bicycle lanes for pedestrians and cyclists respectively.
  • Improving the alignment of FM 2493 at US 69 and providing an overpass.

The project requires the acquisition of additional right of way.

In addition to the first two public meetings, a meeting with affected property owners (MAPO) was held on Nov. 28, 2017, to show revisions to the existing ROW locations. Preferred Alignment Alternative with revisions from the MAPO held on Nov. 28, 2017:

SCHEDULE

FM 346 to US 69 Project

Two public meetings have been held to present alternatives for this project.  The first was held on May 12, 2016, the second on May 7, 2017.  A MAPO to show revisions to the existing ROW was held on Nov. 28, 2017. TxDOT and its consultants are working toward a final recommended alignment and its   environmental assessment. The final recommended alignment and environmental assessment will be presented for public comment at a public hearing to be held by the end of 2018.

The environmental assessment examines potential project-related impacts as well as measures to avoid, minimize or mitigate those impacts. The environmental assessment will be subject to an extensive review process and coordination with agencies such as the Texas Parks and Wildlife Department, the Texas Historical Commission and others. A decision on the environmental assessment (possible environmental clearance) is anticipated in early 2019. Assuming environmental clearance is received, the next steps would be right-of-way acquisitions and the development of construction plans. Right-of-way acquisition is tentatively expected to begin in 2019. Right-of-way acquisition and construction plans should be completed in 2020. Construction is anticipated to begin in 2021, pending available funding.
